Aquatic facilities require specialist H&S knowledge. Pool Safety Operating Procedures (PSOPs), lifeguard supervision ratios, water quality monitoring, and emergency action plans all need to be in place and genuinely operational — not just documented.
This is the area where paper compliance and real compliance diverge most often, and it is the area Joel knows best. As an RLSS Trainer Assessor he trains and assesses the lifeguards who have to make these procedures work, which tends to show in how the documentation is written.
